Measure the seat cushion, not the chair, and take the size rated for that length.
The panel is quilted flannel, and both parts matter on a chair that a pet treats as its own. Quilting stitches the loft into place so the padding cannot bunch under the constant fold-and-unfold of a recliner mechanism, and flannel gives a short, dense nap with no raised loops for claws to hook, so the surface scuffs rather than unravels.
